ACHIEVEMENTS



Major Achievements during last 3 years of ISM Department

  • Outpatient Department (OPD) was started in Govt 50 beddedUnaniHospital at Shalteng Srinagar and IPD blocks are near to completion.

  • One additional Block of 25 bedded Ayurvedic Hospital at Jammu was completed.

  • Conference /Auditorium Hall of Directorate of ISM Jammu was completed in 2011 and Office building was completed during 2012-13.



  • Important Schemes /Programmes/ Projects under implementation

  • Construction work of Govt. Medical Ayurvedic College and Unani College was taken in hand during the year 2011 and possibilities are being explored to complete the college buildings ending financial year 2013-14.

  • 30 ISM Dispensaries are under construction under NABARD Loan Assistance in the State, out of which 28 ISM dispensaries are being completed during the current financial year 2013-14.

  • Assistant District Medical Office Complex, Kupwara has been completed upto 1st storey.



  • Highlights of the Schemes/ Programmes/ Developments /Projects planned for the next financial year and the 12th five year plan period

    Infrastructure

  • Unani Hospital at Shalteng isproposed tobe thrown/open to public fully (OPD/IPD) during 2014 as rest 2 blocks are near to completion.

  • Setting upof an integrated AYUSH Hospital atHarwan,Srinagar during the next Plan for which an amount of Rs. 6.37 Crores stands released by Govt. of India for construction of capital assets.

  • Strengthening and up-gradation ofthe infrastructure that has not changed since 1987.

  • Construction of Directorate of ISM at Srinagar .

  • Construction of ISM Dispensaries (Phase wise)& in the 1st phase 06 ISM Dispensaries have been taken up under State Plan.

  • Establishment of AYUSH Units in all the Allopathic CHC’s & NTPHC’s .



  • Education

    Focus oneducation at under –graduate and post graduate level along with paramedical education. Two Medical Colleges , one Ayurvedic Medical College at Jammu and another Unani Medical College at Kashmir are being established in the State on which work has already been started by the construction agencies and it is expected that 1st batch shall commence from June , 2014.

    Manpower

    The Directorate proposes to fill the huge gaps in manpower, on urgent basis , where no creation has taken place in the past two decades. It is pertinent to mention here that the Directorate didn’t get any share in the employment package announced by PM in 1996 consisting of 26000 posts. 68 Dispensaries were functioning on internal arrangement basis and 45 are being run single handedly.

    Promotion & Propagation

    AROGYA Promotion and propagating indigenous systems of medicine at all the levels. AROGYA , a national level comprehensive Health care conference which was organized in 2009 in the State at Kashmir HAAT was a great success . Similar events are proposed to be organized on yearly basis and today the fair is being organized at Jammu/ Udhampur &Bhederwah .

    Herbal Tourism:-

    Given the enormous tourism potential that the State has the Directorate envisages to take steps to promote Herbal tourism in the State under which Unani Regimenal Therapy and Ayurvedic Panchkarma Therapy centres will be set up at all the tourism resorts of the State. A pilot therapy centres was set up at Royal golf Spring course in collaboration with tourism Department which proved to be a tremendous success in the past , which is not presently functional due to reluctance shown by the Tourism Department . In addition the department proposes to establish the Yoga centres in collaboration with tourism department at vintage points at various river banks in the State .

    Promotion Cultivation and Usage of Medicinal Plants

  • The State is a treasure trove of herbs and the potential of Medicinal species that are found here is immense . During 2012 the directorate envisages to stress on promotion cultivation and usage of high demand medicinal plants herbs in the State focusing on AMLA.

  • Establishment of Medicinal Plants nurseries through line Department .

  • Awareness and training programs for potential farmers through research Institutes and Universities.



  • Improving Health Care Services

  • Increasing the reach to provide much needed affordable preventive and creative health care services at the door steps of rural people , especially poor women and children by organizing outeach camps in all the areas especially in inaccessible areas of Doda, Kishtwar, Kupwara , Gurez , Poonch, Rajouri etc.

  • The Directorate has been relentlessly providing basic health care services to the people of the State however, there are huge infrastructure gaps in terms of access and provision of quality health care services . Due to the difficult terrain , geographical conditions and shortage of doctors and paramedical staff, there are many areas that are underserved which require special attention. Mobile Medical Unit is one such mode to cater to these areas . The Directorate proposes procurement of mobile Medical Unit for high focus districts in phased manner.



  • Quality Control

  • The Directorate envisages strengthening of the drug control mechanism by Establishing a separate Drug Controlling Authority for AYUSH medicine in the State so as to ensure accountability in supply of quality drugs.

  • Establishment of drug testing laboratory and Pharmacy during 2014.


  • Monitoring

  • There are 8 newly established Districts where monitoring has suffered due to absence of vehicles. The Directorate propose to procure monitoring vehicles for these newly created Districts in the five year Plan.
